This is an earrings set used by Tracy Scoggins on Babylon 5 as Captain Lochley through out the series on TNT.
They are commercially made and used by production. There are two sets of this as is usual when something is worn by a principle actor in case one gets lost or broken. This is only for one pair.

Studios will sell off their extra inventory through certain licensed auction houses. They do not come with official studio COA's as the studio does not have the time to identify and verify every single item used on a production so they often give them to secondary auction houses to sell off assets. These items can often be picture matched if screen used or they often come with wardrobe/costume tag identifiers.
